Founded in 1936, and acquired by current management in 1981, Otis Eastern Service, LLC has grown from a wellhead equipment supplier to a constructor of pipelines for midstream and transmission companies throughout the Northeast as well as gathering systems for producers in the Appalachian Region.
Headquartered in the Marcellus Fairway in Wellsville, NY, Otis Eastern has a long, successful history building the most complex and challenging pipelines. We have a reputation for solving complicated problems and a culture of safety that is generated by our people, who are our greatest asset.
We are experienced in pipeline construction up to 42 inches in diameter, in all types of locations and terrain. We have successfully completed projects in densely populated urban areas and with the steepest of grades. Our work often involves water crossings, and work in, around or through wetlands with challenging terrain, endangered species and limited access.

Otis Executive Team members collectively enjoy more than 200 years of industry experience and have gained substantial industry recognition, having served on national committees such as NY State Oil Producers Association, Distribution Contractors Association and Pipe Line Contractors Association.
Charles P. Joyce is the Chairman of the Board of Otis Eastern. Under his guidance, the company has achieved recognition as the leading Northeast-based pipeline contractor. Today, Otis Eastern is also involved in the development and production of oil and natural gas in the Appalachian region.
Joyce started his career in 1972 with Joyce Leonard Canada Limited, managing construction projects in both Western Canada and Australia. In 1977, he became the President of Joyce Western Corp. overseeing that company’s construction activities throughout the U.S. and Canada.
In 1983, he joined his father, Charles H. Joyce, at Otis Eastern as Vice President. Since then, Joyce has led the company forward, specializing in projects with tough environmental and logistical challenges, and was named President in 1995.
Over the years, Joyce has held leadership roles with numerous industry and labor groups. These organizations include the Pipeline Contractors Association, the National Pipeline Policy Committee, the Interstate Natural Gas Association of America, the Federal Energy Regulatory Commission and many others. Charles also lends his time and talents to various political, educational, medical and charitable causes.
Charlie received his BA in government from Cornell University.
It was only natural that Casey Joyce would serve the company as a third-generation pipeline executive. After all, he has worked for Otis Eastern his entire life. Casey’s promotion to President and CEO came about only after years of immersing himself in numerous roles to gain a strong understanding of the company’s business.
After graduating from Cornell in 2009 with a B.S. in Industrial and Labor Relations, Casey worked his way up through the ranks, serving multiple roles with ever-increasing responsibilities. During his tenure with Otis Eastern, he has served as a project engineer, estimator, project manager, construction manager and general superintendent.
In addition to a deep personal commitment to excellence fostered by his family’s heritage, Casey brings a keen understanding of progressive new technologies to his post as well as an integral understanding of the importance of safety in his role as senior leader.
Josh Purrenhage joins Otis Eastern Service, LLC as Chief Operation Officer after spending most of his career in a Senior Management Capacity throughout various pipeline contractors across the United States. He is a Project Engineer by trade and has completed projects in Alaska, Ohio, North Dakota, and Texas and has worked in the same space and with the same customers as Otis over the course of his career. During the front end of the Marcellus Shale boom, Josh had also served in a business development capacity, so he understands the importance of relationship building.
Prior to starting his career in the construction industry, Josh obtained a Bachelor of Science Degree in Civil Engineering from Michigan Technological University as well as a Master of Business Administration from Wayne State University.
Josh prides himself on personal and professional development and shares his values and insights with his operations team. He is committed to the success of not only Otis Eastern, but to also to help our customers achieve their goals with quality and safety as top priority. Otis and Josh’s core values are aligned and this translates well to every project.
Otis Eastern is privileged to help the town of Wellsville, Allegany County, and all of Western New York with projects like their innovative Summer Crew Initiative. Otis is involved in everything from Little League Baseball to the Regional United Way Campaign. They support area schools and colleges with equipment, scholarships, and facility and building funding. They also donate to local causes in areas where they have projects.
Otis Employees volunteer to lead charitable groups as board members and trustees as well as serving in local political offices.
